The CAT TECHNICAL GROUP (CTG) was formed to provide our clients with expert, rapid response to our nation's most trying crises. CTG's primary mission is to provide management and technical support to clients that need to determine the extent and cause of water and environmental damage to buildings and other man-made structures.

CTG is composed of professionals certified and licensed in civil and environmental engineering, construction management and general contracting, and mold assessment. GTG is supported by a staff of administrative assistants and technicians.

CTG's professionals have served as expert witnesses representing both the Plaintiff and Defense. This experience gives CTG a unique perspective on the conduct of technical assessments because we realize that our work will come under the scrutiny of the courts at some time in the future. CTG employs management professionals that oversee work processes and we utilize a quality assurance process to minimize mistakes and ensure consistent quality. CTG is insured at $1M per occurrence and $2M aggregate for both general and professional liability. CTG's principal technical professionals include the following:

  • David A. Weeks, P.E, DEE, MAC: Mr. Weeks holds B.S. and M.S. degrees in Civil Engineering and is a board certified (hazardous waste) environmental engineer. He is licensed to perform mold assessments in the State of Texas. Mr. Weeks has 19 years experience working for the U.S. Navy Civil Engineer Corps, U.S. EPA, and as a consulting engineer. He is a recognized expert in the assessment and remediation of damage caused by chemical and biological contamination, and water intrusion.
  • Lynn Motherall, CMB: Lynn Motheral is a Certified Master Builder with more than 25 years experience in the construction industry. He has won numerous awards for quality building and published extensively on construction and remodeling methods. He has extensive experience conducting damage analysis and preparing build-back plans and cost estimates for attorney clients.
  • Ken M. Goodman: Mr. Goodman holds a B.S. degree in Geology and he has more than 16 years program management, project management, construction/remediation management, regulatory and technical experience. He has managed and led multi-disciplined teams in developing sampling and analytical protocols, quality assurance project plans, health and safety plans, and feasibility studies at hazardous waste sites. Mr. Goodman has led multi-disciplined teams that prepared remedial designs and performed the demolition and cleanup of National Priority Listed Superfund Sites which included oil recycling, creosote, and battery recycling facilities. Several of these sites included the demolition of Asbestos Contaminated Building Materials (ACBM).

THE CTG EXPERIENCE

CTG's goal is to provide consistent management of the assessment process so that the information and data needed by our clients to make informed decisions is provided in an orderly and timely manner with high quality. Our work procedure is as follows:

  • The assignment is received by the CTG Call Center. The following data is required before the assignment can be initiated:
  • Date of Assignment
  • Client name, phone/cell number, fax number, e-mail address, and physical mailing address.
  • Physical address of the property/building or structure to be assessed
  • Nature of the Assignment
  • The assignment is reviewed by the CTG Watch Officer (on call 24-7). The Watch Officer identifies the nearest CTG assessment teams, balances work loads, and identifies the Assessment Target Date.
  • The Client is notified of the Assessment Target Date and Report Target Date, preferably via e-mail.
  • The CTG Assessment Team executes the field work and prepares a report under the direction of the Assessment Team Leader.
  • The report is forwarded to the CTG QA Officer for review and edit.
  • The report is forwarded to the Assessment Team Leader for final review and signature.
  • The report is transmitted to the Client for review and comment via pdf and hard copy.
  • Any factual or technical issues raised by the Client are discussed, and if appropriate, the report is revised.
