RME Management

RME has extensive experience in the planning and execution of management systems to help our clients achieve their goals. Our broad experience, credentials, and training make us uniquely qualified to handle a variety of management consulting assignments including:

Construction and Remediation Management

RME has planned and managed a wide variety of construction and remediation projects including projects for the U.S. Navy, U.S. EPA, municipalities, and water districts. RME prepares detailed Work Breakdown Structures and uses Microsoft Project to develop project schedules and critical paths, and then executes those plans with sound oversight and well-documented inspections. Some example projects include the following:

Contingency Construction Management
RME has developed construction plans in a contingency environment using the U.S. Navy Seabee ABFC and Seabee Project Estimator's Handbook.   RME has developed budgets for Real Property Management Accounts at U.S. Naval Bases.

Water System Construction Management
RME performed as the professional engineer and construction manager for a $1.5 million water and sewer connection project to a Water District in Fort Worth, Texas. This project, funded by the North American Development Bank, consisted of making more than 1,500 water connections, 750 sewer connections, and demolition and decommissioning of more than 750 cisterns.

Through extensive coordination with the Owner and Contractor, RME completed this project within 1.5 years and within the approved budget.

 

Remediation Management
RME has developed scopes of work, plans and specifications, and provided oversight of large and small remediation projects.   Some example projects include the following:

  • Remedial Construction Management: RME has extensive experience in the overall management of remedial construction on projects ranging from $1 million to more than $15 million. Remediation project experience has been gained on Superfund sites including Oil Recycling Facilities, Battery Recycling Facilities, and Creosote Facilities.

    The remedial construction activities have included asbestos abatement, structure demolition, underground storage tank and soil excavation, soil stabilization, on-site thermal treatment, transportation, wastewater treatment plant design and construction, and waste disposal. Management activities include statement of work, cost estimate, schedule, request for proposal, and construction specification development.

    Additional responsibilities include review of proposal and procurement of subcontractors, client management, project technical and financial management and performance, subcontractor management, and management of a diverse team of personnel. Personnel include professional and technician such as engineers, geologist, biologist, toxicologist, industrial hygenist, financial managers, and equipment operators.

  • Construction Audits: RME has conducted and managed more than 20 construction completion audits. These completion audits were conducted for a finance company to determine proof of completion at project milestones and for relinquishment of payment.

    Sites audited have primarily consisted of building construction. Audit activities consist of reviewing specifications, performing on site evaluation of completion, photo documentation, and report preparation. Management activities consist of bid and proposal development and overall project management.

Cleanup Printed Circuit Board Manufacturing Facility
RME supported the selection of a remediation contractor through the preparation of an independent cost estimate and evaluation of qualifications and bids.   The winning bid was 12% less than RME's cost estimate. RME helped to prepare contracts that protected the owner's interest in the event that waste generated during the remediation did not conform to the bid estimates by making the contractor responsible for the waste regardless of its classification. RME acted as Construction Manager for the project overseeing the contractor's performance of the remediation and helping the Owner resolve issues related to changes in project scope and requirements.

Management of Complex Litigation

RME supported complex litigation related to the contamination of buildings caused by the World Trade Center collapse in downtown Manhattan. RME acted as project manager for the preparation of the Insurance Claim Report for an international owner of a nearby building that was affected by the WTC collapse.  

The work included preparing project schedules and tracking the performance of more than 20 experts that were responsible for preparing parts of the Claim Report under an aggressive schedule. RME managed the preparation of the final document to ensure that it met the expectations of the lead attorneys and building owner.

RME has also managed smaller litigation projects to ensure that assessment, remediation, and build-back expert reports were consistent with one another and addressed the key aspects of the case.

Process Control and Troubleshooting

RME has supported private industry in the development of comprehensive environmental management systems and in the analysis of combustion system performance. RME has supported other private manufacturers in the analysis of problems related to their manufacturing processes. Some example projects include the following:

Combustion System Process Control
RME supported a chemical manufacturing client in its development of process control set points and compliance reporting.   RME analyzed the existing set points with respect to Hazardous Waste Combustion NESHAPs and CAA Title V fossil fuel combustion requirements with respect to how compliance was actually evaluated in the plant's process control system.   Equations used to document emissions were standardized based on the type of fuel being combusted and emissions estimates were developed based on either CPT results or AP-42 factors.

Combustion System Performance
RME helped a chemical manufacturing client determine how to operate air pollution control systems during a compliance test.   Pre-test data was conflicting with respect to operating parameters and performance.   RME analyzed the data and recommended an operation and testing strategy that ensured both maximum operating flexibility and compliance.   The test was successful.

Manufacturing System Troubleshooting
RME helped a hat manufacturer troubleshoot a problem in its manufacturing process.   RME conducted a work process study and identified the most likely causes of the problem.   RME concluded that out-of-spec raw chemicals were the cause of the problem.

Maintenance Control and Troubleshooting

RME uses thermal infrared scanning to identify problems with pumps and other manufacturing and electrical equipment.
